This would most likely occur before her confrontation with Grand Admiral Thrawn and his allies, as the staff would be an extra tool in her arsenal for their battle. If Ahsoka succeeds in staving off Thrawn for now, it could be a gift from the New Republic to acknowledge her efforts in keeping the galaxy safe.

Ahsoka’s transformation will only be entirely complete once she gains her staff.
