The US Navy has signed a Master Ship Repair Agreement (MSRA) with the Larsen and Toubro shipyards in Kattupalli, south of Chennai. The United States is eager to finalize such arrangements with Goa Shipyard and Mazagon Dock Limited in Mumbai.
As part of these agreements, ships of the United States Navy may be docked for repair and maintenance at these shipyards.
The importance of the ship repair contract
The ship master repair agreement is an important cornerstone of the defense industry relationship between the United States and India. The two countries are engaged in negotiations on a Supply Security Agreement and a Mutual Defense Procurement Agreement. This will allow the delivery of defense goods in the event of unforeseen problems in the supply chain.
Both involve the storage of goods in Indian facilities. It also includes expanding the base of defense suppliers and manufacturers required by the United States to include Indian companies.
After signing the contract, Indian manufacturers can cooperate with American equipment manufacturers and become contractors and suppliers for orders of the Pentagon military industry.
The Mutual Defense Procurement Agreement makes exceptions to U.S. law, which states that federal procurement is only required for companies from the United States.
The MSRA complements the 2016 Logistic Exchange Memorandum of Understanding (LEMOA). LEMOA provides both countries with access to both sides’ designated military facilities for refueling and refueling. Accounting and payment mechanisms are an important aspect of this. The Memorandum of Understanding on logistics exchanges is limited to cases arising from joint exercises, humanitarian and disaster relief (HADR), port detention, etc.
The steps being discussed will form part of the recently finalized US-India Defense Cooperation Strategy, which provides policy guidance for the defense industry while also enabling co-production of systems. defense. It will also establish a base for general research purposes, as well as create prototypes of developed technologies.
