Although they can be found all over the map on the ground and in chests, you can actually buy them from an NPC named CRZ-8 located in a clearing north of Mega City. You can buy up to five CRZ-8 keys, but you can only have three at a time, and you only need two for the task, of course.

Once you get the two keys, your goal is to find a chest with two keys somewhere on the map. Unfortunately, they’re randomly placed next to other groups of locked chests, meaning you’ll probably have to spend some time walking or driving to search for them. Clusters of chests are widely scattered around the map and can be identified on your minimap by looking for the small lock icon.
